China Inbound Daily: Hainan Sets a 3.5 Million Inbound Target

Hainan sets a 3.5 million inbound target for 2030

On 19 September, Hainan's tourism and culture department presented the province's international tourism consumption plan for the 15th Five-Year period. The headline targets: 154 million total visitors and RMB 363 billion in spending by the end of the plan, including 3.5 million inbound visitors, more than 120 international passenger routes and over 60 overseas cities connected. By 2035 the province wants a top-three global ranking among non-archipelago island destinations.

What it means: the inbound target is roughly double the current level, and it is being pursued with a stack of measures rather than a single policy - 61-country provincial visa-free entry, seventh-freedom traffic rights, an expanded offshore duty-free allowance and cruise-homeport construction, all moving at once.

Sanya: 88 nationalities, and 97% of arrivals entering visa-free

Sanya's municipal government reports that a cumulative 88 nationalities can now enter Hainan without a visa once provincial, transit and national policies are stacked. In the first half of 2026 the city received 716,100 inbound visitors, up 50%, who spent US$673 million, up 70%. At Sanya's airport, 97.1% of foreign arrivals came in visa-free, and Phoenix Airport has processed 1.65 million visa-free foreign entries since 2018.

What it means: two gaps are worth noting. Spending is growing faster than arrivals, and visa-free entry has stopped being a special channel - it is simply how people arrive. Russian-speaking markets still dominate, but Malaysia, Belarus and Uzbekistan all grew more than 100% in the half-year.

Hotels that raised prices and still filled up

Across China, summer hotel occupancy and rates failed to match last year. Sanya was one of the few markets to grow revenue: average room rates up close to 10%, July high-star occupancy at 76.5% with rates up 10.5%, and revenue per available room up 18.6% between January and May. One long-established Yalong Bay resort held above 90% occupancy in peak season at about RMB 3,000 a night.

What it means: demand in Sanya, where inbound travellers are the main source of growth, is running ahead of supply. That is the same pattern we saw in Zhangjiajie, where foreign exchange earnings grew twice as fast as arrivals - the destinations with high-value international guests are decoupling from the national race to the bottom on price.

Traffic rights are Hainan's second card

China's first seventh-freedom passenger route, Sanya to Prague, opened in December 2025 and has already doubled to twice weekly with healthy loads; the operating airline has set up an office in Sanya and plans more Europe-Asia routes. Fifth-freedom services such as Ulaanbaatar-Sanya-Ulan-Ude are adding frequency, as are Moscow and Tashkent. Sanya now has direct flights to more than 20 Russian cities, and Russian-speaking arrivals are expected to pass one million this year.

What it means: visas decide whether people may come; traffic rights decide who carries them. Seventh-freedom rights let a foreign airline fly domestic Chinese sectors - a privilege unique to the free trade port, and one that may prove more replicable than the visa policy itself.

Canton Fair opens, and a new ASEAN route starts the same day

The 140th Canton Fair opened on 15 October, running in three phases to 4 November, with more than 210,000 pre-registered buyers from 196 countries and regions and 29 inbound facilitation measures in place. On the same day, Vietnam's Sun Phu Quoc Air launched Shanghai to Ho Chi Minh City, seven flights a week.

What it means: the fair is China's single largest business-leisure scenario, and it lands at the same moment as additional air capacity between China and Southeast Asia. Historically the fair produces a visible spike in Guangzhou hotel occupancy and inbound spending, which makes next week's figures worth watching.

The long-term anchor: three times today's inbound visitors by 2030

Ctrip has repeated a long-range projection at industry events: inbound visitor numbers could roughly triple by 2030, generating about US$300 billion in tourism foreign exchange, or 2-3% of GDP. The company has set its own target of helping attract 200 million inbound visitors over five years, and reports around 7 million inbound visitors in the first quarter of 2026 with orders up about 90%.

What it means: the US$300 billion figure and China's per-visit spend of US$357 - only 29.1% of the global average - point at the same conclusion. The growth left in inbound travel is about depth of spending, not just headcount, which is what makes hotel, route, payment and language investment measurable rather than speculative.
