What an Inbound Tourism Licence Actually Covers (and What It Doesn't)
A Licence Is Not One Thing
Travellers asking whether a China tour operator is licensed picture a single certificate. Chinese travel agency licensing does not work that way. Agencies are licensed in categories, and the category covering overseas visitors carries obligations of its own. The useful question is narrower: does this company hold an inbound tourism licence, and can it show the number?
Domestic, Outbound and Inbound Are Separate Scopes
The framework separates three customer groups. A domestic tourism licence covers travel inside China for people already in the country. An outbound tourism licence adds the right to send Chinese residents abroad. An inbound tourism licence covers receiving visitors from overseas and arranging their travel inside China. A company may hold one, two or all three, and the scopes are recorded against the licence number.
Why the Inbound Scope Is the Gate for Overseas Visitors
Inbound work carries duties that domestic-only work does not. Foreign guests must be registered in the required way, vehicles and guides arranged where a site demands them, and confirmations written so they hold up in more than one language. An agency licensed for domestic tourism alone may run an excellent trip for a Chinese family and still sit outside the scope it needs to contract for an international client. That is why the licence category, not the word licensed, is the real test.
What the Licence Does Not Cover
A licence is permission to operate, not a promise about outcomes. It does not create a museum slot that has sold out, or produce rail seats in the busiest week. It does not replace travel insurance, or extend to visa outcomes. It says nothing about quality: two operators with identical scopes can differ enormously in how they plan, communicate and recover. A licence is a floor, not a ceiling.
How to Check a Licence Yourself
Ask for two things in writing: the licence number and the company's unified social credit code. A genuine operator supplies both without hesitation. The licence number identifies the agency and its approved scopes; the credit code identifies the legal entity, and the two should point at the same company.
