That structure is not dishonest, but it has consequences: the margin goes to the reseller, the information passes through a middle layer, and when something changes on the ground - a train is cancelled, a museum slot falls through, a guest falls ill - you are talking to someone in another time zone.

What a Licensed Local Operator Changes

A licensed China operator holds the inbound and domestic tourism qualifications required to arrange ground services legally, and is accountable to Chinese regulators for what it sells. In practice that means contracts with hotels, vehicles and attractions under its own name, guides it employs or vets, and a licence that can be checked. It also means the person answering your message is in the same time zone as the problem.
