China's 15th Five-Year Plan for Culture and Tourism: Eight Tasks, 54 Projects

Sep 17,2026

A Five-Year Blueprint for Culture and Tourism

China's Ministry of Culture and Tourism released its 15th Five-Year Plan for culture and tourism on September 16, setting out priority work in eight areas and 54 designated key projects. The plan's headline goal is that by 2030 the building of a strong culture and tourism nation will be well advanced, with culture and tourism deeply integrated and their economic and social effects fully visible.

Two sections matter most to travellers. On the consumption side, the plan calls for improving booking arrangements at popular scenic areas and museums, adjusting opening hours to demand, developing immersive and interactive experiences, expanding cruise, yacht and camping consumption, and — notably — encouraging staggered leave, flexible holiday arrangements and spring and autumn breaks for school students. On the regulation side, it promises full-process supervision of the tourism market alongside 'prudent and inclusive' regulation of new business models.

The 54 projects are the plan's delivery mechanism: they indicate where investment, construction and assessment will concentrate over the next five years. For inbound travellers, the practical signals are better booking systems at the busiest attractions, more flexible opening times, and a holiday calendar that may eventually spread demand beyond the current peaks.

  • Eight areas: artistic creation, heritage protection, public services, industry, market supervision, technology, international exchange, and regional coordination
  • 54 key projects named as delivery priorities through 2030
  • Booking and opening-hour reform at popular scenic areas and museums
  • Calls to implement paid leave, encourage staggered holidays and add spring and autumn school breaks
What does the plan change for travellers?

Mostly mechanics rather than rules: booking systems, opening hours and the spread of holidays. The direction is toward easier reservation and less concentrated demand, though the timelines are measured in years.

Is there anything inbound visitors should watch?

The emphasis on immersive experiences, cruise and camping products, and digital services such as AI guides suggests more product variety at major destinations as the plan is implemented.

Does it affect visa or entry policy?

No — entry rules sit with immigration authorities. This plan covers culture and tourism development, including how attractions and services are managed.
