Standard Refund Process

Step 1 -- Shop: Purchase qualifying items at any of the 68 registered tax refund service points across Honghe Prefecture. Ask the store for a Departure Tax Refund Application Form and your sales invoice.

Step 2 -- Declare at customs: When departing through Hekou port, present your purchased items (one bag per form, sealed and unopened), the refund application form, the sales invoice, and your valid ID to customs. Step 1 -- Shop at a participating store: Buy your items and request the instant refund. You will need to provide a credit card for a pre-authorization hold and sign an acknowledgment form. The store gives you a cash prepayment equal to the refund amount on the spot.

Step 2 -- Declare at customs: Same as Step 2 above. Present your items, documents, and ID at the customs counter when departing.

Step 3 -- Confirm at the refund counter: Present your documents to the ICBC counter in the restricted zone. If everything is in order, the pre-authorization hold on your credit card is released. If you fail to complete customs verification within 28 days, the pre-authorized amount is charged to your card.

Processing time: From customs scan to refund payout, the entire procedure takes under 5 minutes at Hekou. The border checkpoint itself typically requires 30 to 60 minutes on weekday mornings, though weekends and holidays can extend wait times to two hours or more.

Beyond the Port: Shopping and Exploring the Honghe Region

Tax refund shopping at a land port is a different experience from airport duty-free. The stores are not sterile terminals; they are part of a living border economy. Here is what makes the Honghe region worth exploring before you claim your refund.
