On July 1, 2026, China Tax Refund 2.0 went live — paperless processing, random small-amount checks, and five-province cross-regional recognition.

What Changed on July 1?

Three big changes that transform the tax refund experience for international visitors.

Paperless Processing

Gone are the days of paper forms and receipts. The new nationwide "Tax Refund Service Code" lets you register once via mobile browser, generating a universal QR code valid at any tax refund shop or departure port nationwide. No more lost receipts or missed stamps.

Random Small-Amount Checks

For purchases under 10,000 yuan, customs now uses random sampling instead of inspecting every item. At Hangzhou Xiaoshan Airport on July 1, an Indonesian traveler completed his refund without opening his suitcase — a process that previously required unpacking and repacking.

Five-Province Cross-Regional Recognition

The most transformative change: Hunan, Fujian, Guangdong, Guangxi, and Hainan now recognize each other's "buy-and-refund" services. Buy in Changsha — depart from Guangzhou. Previously, you had to leave from the same province where you shopped.

Step-by-Step: How to Claim Your Refund

  1. Shop at participating stores — Look for "Tax Free" logo. Ask the store to process your Tax Refund Service Code.
  2. Get your QR code — The store generates your code linked to your passport. Keep it digital on your phone.
  3. Declare at customs — Show goods + QR code at departure. For purchases under ¥10,000, random inspection.
  4. Receive refund — To credit card, Alipay, or WeChat. Refund rate is 11% (minus handling fee, net ~9%).

Pro tip for multi-province travelers: If your itinerary covers Hunan, Guangdong, Guangxi, Fujian, or Hainan — you can shop in any of these provinces and claim your refund at any departure port in the same group.

  • Hunan ✅ — In Southern 5 zone. Shop in Changsha, depart from Guangzhou/Guilin.
  • Guangdong ✅ — In Southern 5 zone. Guangzhou/Shenzhen are major departure ports.
  • Zhejiang ❌ — Not in cross-province zone yet. Must depart from same province.
  • Yunnan ❌ — Part of Southwest 6 zone. Shop in Kunming, depart from Chengdu/Kunming.
