If you are shopping in a major commercial area, the store is increasingly likely to be enrolled in the program.
2. Small Purchases Get Random Inspection (Less Waiting)
This is perhaps the most practical improvement for everyday travelers. Starting July 1, 2026, tax refund applications for purchases under 10,000 yuan (approximately $1,380) will be subject to random sampling for physical inspection, rather than the current 100% inspection rate. Only purchases of 10,000 yuan or above will still require individual physical verification.
What this means in practice: if you buy a custom suit for 3,000 yuan or a jade pendant for 5,000 yuan, your items are likely to pass through customs verification without needing to unpack and present every single item. This significantly reduces waiting time at departure ports.
3. "Buy Now, Refund Now" Goes Cross-Region
The "buy now, refund now" (即买即退) service — where eligible travelers receive their tax refund in cash or to their account at the point of purchase — is getting two major improvements:
Cross-region mutual recognition. If you buy in Shanghai but depart from Beijing, the refund can now be processed at your departure port rather than requiring you to return to the purchase city. This removes a major constraint that previously limited the service's practical usefulness.
Extended departure period to 28 days. The previous departure deadline for "buy now, refund now" varied by city and was often quite short. The new policy standardizes and extends the period to 28 days — giving travelers nearly a month to complete their journey before finalizing the refund.
4. Full Paperless Processing
Starting July 1, 2026, customs and tax refund agencies are authorized to process applications through online confirmation of digital tax refund forms and invoices. The entire process becomes paperless. No more worrying about losing that carbon-copy receipt. No more waiting for a physical customs stamp on a paper form.

The government will produce multilingual tax refund information materials and distribute them through inbound flights, airports, hotels, and media channels. An overseas promotion campaign under the "Shop in China" brand will raise awareness of the tax refund policy among international travelers before they even book their trip.
Who Qualifies for Tax Refund?
The eligibility rules remain unchanged:
You qualify if you are a foreign national or a Hong Kong/Macau/Taiwan resident who has stayed in Mainland China for no more than 183 consecutive days.
Minimum purchase: At least 200 yuan (about $28) in a single store on the same day.
Time window: Items must be purchased within 90 days of departure and must be taken out of China as checked or carry-on luggage.
Refund rate: Typically 8–11% of the purchase price (varies by category).
Items excluded: Items on the duty-free list, prohibited/restricted export goods, and items that have been used or consumed.
